The State Duma has adopted the law on the exclusive right of vessels under the flag of the Russian Federation on transportation of hydrocarbons across the Northern Sea Route

The State Duma of the Russian Federation at a meeting on Wednesday has adopted in the final, third reading the bill of the exclusive right of vessels under the Russian flag on transportation of hydrocarbons across the Northern Sea Route (NSR).

 

The government has introduced to the State Duma this document in August, 2016, in the first reading it has been accepted in January, 2017. Then he concerned only expansion of the concept "cabotage" and fixing to the vessels floating under the flag of the Russian Federation, the preferential right to implementation of transportations and towage not only between seaports, but also any other places used for loading and unloading (artificial islands, installations and constructions on the continental shelf).

To the second reading the bill has been added with norm according to which vessels under the Russian flag have acquired the exclusive right to transportation and storage of hydrocarbons in the water area of the Northern Sea Route.

The provision according to which according to the decision of the government the norm on the exclusive right can be extended to other freights in other water areas has also been introduced in the bill if it doesn't contradict the conventional conventions and rules of international law and also international treaties of the Russian Federation.

At the end of November the Russian President Vladimir Putin has said that vessels under the Russian flag can acquire the exclusive right to transportation of hydrocarbons across the Northern Sea Route. "A question which I would like to lift – about granting to the vessels floating under the Russian flag, the exclusive right to transportation and storage of hydrocarbons in the water area of the Northern Sea Route", – V. Putin at a meeting on development of the Far East ship-building Star complex has said.

"This step will allow to increase volumes of shippings, will strengthen positions of domestic shipping companies, will create additional opportunities for updating of the fleet belonging to them", – he has noted.

The volume of transportation of goods on the Northern Sea Route in 2016 has exceeded the maximum indicators of Soviet period and has reached record 7,5 million tons. By expert estimates of Rosmorrechflot, the volume of transportation of goods across the Northern Sea Route by 2020 will be 44 million tons, by 2030 will increase up to 70 million tons. It is expected that the main volume of freights will be connected with transportation of energy resources – liquefied natural gas, oil, coal, metals. The route on SMP from Southeast Asia to Europe allows to reduce twice time of transportation of freights in comparison with traditional routes via Suez or Panama channels.
