The USA has made the card of 14 thousand of a bottom in the Arctic for the application for expansion of borders of the shelf

The American specialists constituted the card of nearly 14 thousand of a seabed in the Arctic in support of the potential national request for expansion of external border of the continental shelf of the USA.

The official representative of the Coast guard of the USA Katee Breynard reported to the correspondent of TASS about it on Tuesday, commenting on results of the four-months American expedition to the Arctic onboard the icebreaker ship "Hili" which came to the end in the middle of October.

From Datch-Harbor to Nome

According to her, the experts who were onboard the icebreaker ship managed to perform by means of the multibeam sonic depth finder and other similar equipment shooting of a seabed the area "about 5,4 thousand sq. miles (about 14 thousand in support of the activities of the USA concerning the expanded continental shelf".

It is about sea spaces between the port of Datch-Harbor on the island Unalaska of the Aleutian ridge and the city of Nome on Alaska, the employee of the press service of the Coast guard specified. As she noted, thanks to the equipment established onboard Hili geomorphological data, "required to find the bottom (continental) slope" were obtained. It in turn is necessary for determination of the so-called line of Hedberg, Gardiner's line and a 2500-meter isobath which are used in case of fixation of external border of the continental shelf explained Breynard, operating with terms from the Convention of the UN on a maritime law.

This international agreement allows the states to submit applications for expansion of the continental shelf.

But the USA didn't join the Convention yet, despite repeatedly expressed intention to make it. Such situation by the fact that in the Senate of the Congress of the USA the majority necessary for ratification of the document isn't gained yet is explained.

The representative of the Coast guard also told that within expedition about 27 kg of breed in the southern part of a raising the Alpha "in support of efforts and the USA, and Canada aimed at expansion of external border of the shelf" both countries were collected. Besides, in the Bering Sea, the Beaufort Sea and the Chukchi Sea measurements of salinity of water were made, in particular, the buoys necessary for determination of the areas of an ice cover were established. Also other researches caused, for example, by increase in level of acidity of the Arctic Ocean were performed added Breynard.

Four months in the Arctic

The U.S. Government equipped new expedition at the beginning of June. In the Arctic the American specialists worked in a cooperation with the Canadian colleagues.

They first of all were engaged "in three missions which are focused on biology, chemistry, geology and physics of the Arctic Ocean and its ecosystems", and also cartographical works, earlier Coast guard noted. It is in the USA an independent type of Armed forces on an equal basis with land forces, the Air Force, Naval Forces and the Case of marines.

The first part of works took place in the Chukchi Sea. With it the crew of Hili was helped by 46 employees of National administration of the USA on a research of oceans and the atmosphere (NUIOA) and University of the State of Alaska. The research program was designed to clear ideas of biological diversity of the Chukchi Sea and of that, "how climate change and reducing the area of ice" in the Arctic "affect the Arctic Ocean".

Shooting of a bottom

And experts from University of the State of New Hampshire rendered assistance to the Coast guard in creation of the card of an external border of the continental shelf. This complex of works was financed by NUIOA at the request of U.S. State Department and management of the White House on science and technologies. It is about the 10th campaign of Hili for the purpose of support of efforts of the American authorities on delimitation of the continental shelf. Such activities "directly" support "claims of the USA on the natural resources lying under a bottom" the Arctic Ocean the Coast guard declared.

Icebreaker ship "Hili"

Hili which is the patrol gun boat of the Coast guard — the youngest icebreaker ship of the USA. It was floated in 1999. A ship's crew — 87 people, in addition, it can take aboard up to 50 scientists. The patrol ship is capable to move ahead continuously through ices about 1,4 meters thick at a speed of three nodes and to work at a temperature to minus 45 degrees Celsius.

Problems with delimitation aren't expected?

Meanwhile the special representative of U.S. State Department concerning the Arctic Robert Pepp in an interview to the correspondent of TASS last year expressed complete confidence that between Moscow and Washington no disputes over an occasion of territorial accessory of specifically taken seabed spaces in the Arctic, rich with various minerals, including energy resources are expected.

As Pepp emphasized, "in a case with the USA the interesting moment is that we drew border, developed the contract between the Soviet Union and the USA in 1990". The agreement between Moscow and Washington on the line of demarcation of sea spaces of 1990 meant.

"the USA ratified this agreement, but the Soviet Union broke up before ratification in return. However Russia since 1990, at first the USSR, and subsequently Russia adhere to the fixed border … And in the application submitted by Russia the border of its expanded continental shelf goes to border with the USA, the overlap doesn't occur there" — the American special representative told.

"And I am sure that the United States if when we submit (similar) application, also respect the outlined border" — the retired admiral who in 2010-2014 headed the Coast guard assured. According to its forecast, "bilateral negotiations in this case won't be because both states agree with where there passes the border and where there is a border of the expanded continental shelf".

"The only other country which borders on what would be included into the application of the USA is Canada" — Pepp stated. "And potentially, even in spite of the fact that we haven't signed the Convention of the UN on marine law, we could agree bilaterally with Canada about borders of her and our continental shelf" — the special representative to the Arctic considers. In this regard he has confirmed that Washington "considers (the described option of actions) as he gives the chance of the USA to form the application, and it will need to be coordinated only with one state — Canada".
