Specialists of the technical Committee of Rosstandart "research In the polar regions" have prepared projects of more than 20 state standards to improve the safety of work in the Arctic zone. The Committee expects that they will be adopted this year — - said TASS head of the Committee Nikita Kuprikov.

"These are the standards that define the requirements for the infrastructure of polar stations, for fire safety, for information signs to be used in the Arctic, for the processes that are carried out by our organizations and scientists during the research. The standards have already been developed, now there are public discussions, we hope that they will be adopted in 2019," Nikita Kuprikov said.

He noted that the rigidity of the requirements and recommendations increases the safety of human activities in the Arctic, previously there were no such standards. In particular, among the planned norms are environmental requirements for polar research, requirements for the safety of tourist groups in the Arctic, for the operation of aircraft in the Far North. Also, the innovations will affect the requirements for training specialists to work in the Arctic zone of the Russian Federation.

"Requirements for specialized training of people working in polar conditions have been developed. This standard will prescribe recommendations for educational institutions that train such personnel, will indicate the competencies that a person working in the polar region should have," the head of the Committee explained.

He noted that the staff of the research center "polar initiative" plans to begin work on the preparation of specialized professional standards for certain Arctic specialties.

Russia will create a super-icebreaker

To displace from the Arctic, the US, Moscow has spared billions

Against the backdrop of growing tension in the Arctic, where the interests of the world's largest powers collide, Russia is still deciding to build a powerful icebreaker. According to the General Director of the shipbuilding complex "Zvezda" Sergey Tseluyko, the construction of the nuclear icebreaker "Leader" is likely to begin in 2020.

As earlier wrote "Kommersant", the icebreaker will go to 98.6 billion roubles without VAT, or $1.5 billion. The project will be financed from the Federal budget.

According to Tseluyko, the preparatory work for the creation of the LC-120 icebreaker with a capacity of 120 megawatts, that is twice more than that of the LC-60A "Arctic", which is planned to be put into operation this year.

It is planned the construction of three icebreakers of the series of LK-120. If we take into account that the production cycle of the reactor is 2.5 years, the "Leader" will be ready at the earliest in 2023. By this time, should be in service already, all three of LK-60Я – "Arktika", "Sibir" and "Ural".

Even in a crisis, Russia has no choice but to build these ships, as most icebreakers were produced in the Soviet era and are already developing their resources. Recently, Moscow has declared its sole right to control the Northern sea route opaque, and for this purpose the LK-60A and LK-120 are simply necessary. Another question is whether there is enough money for them. After all, in parallel will have to build a new aircraft carrier and frigates, without which the Russian Navy will be tight. Rosatom plans to put into operation 4 new nuclear icebreakers of the project 22220 with a capacity of 60 MW each by 2024.

We are talking about the main icebreaker "Arctic" and 3 serial icebreakers of this project.

This was reported by the Department of communications Rosatom.

It is expected that by 2024 it will be put into operation:

- universal nuclear icebreaker (UAL) "Arctic»,

- 1st serial icebreaker of project 22220 "Siberia»,

- 2nd serial icebreaker project 22220 " Ural»,

- The 3rd serial nuclear icebreaker of the project 22220, provided by the concept of development of the nuclear icebreaker fleet, but which has no contract yet.

If the plans are implemented, by 2024 the nuclear icebreaker fleet will consist of 8 icebreakers: 4 operating at the moment – "Vaygach", "Taimyr", "Yamal", "50 years of Victory" and 4 new – "Arctic", "Siberia", "Ural" and the 3rd serial UAL.

As part of the concept of development of the nuclear icebreaker fleet of Rosatom, it is planned to build 5 serial icebreakers of the project 22220.

Commissioning of the 4th serial icebreaker is scheduled for 2024, the 5th-for 2027.

It should also be noted that the concept includes the construction of 3 nuclear icebreakers of the Leader type with a capacity of 120 MW – the implementation of the project will make it possible to carry out year-round navigation throughout the Northern sea route (NSR).

At the moment, the final decision to lay the icebreaker "Leader" has not yet been made.
