Deputy Prime Minister, presidential Plenipotentiary envoy to the far Eastern Federal district (DFO) Yuri Trutnev is preparing proposals to create a system of preferences to support projects implemented in the Arctic zone of the Russian Federation. He reported about it on Wednesday to journalists.

"The Arctic is a very complex region. If there is not enough infrastructure in the far East, in many parts of the Arctic it simply does not exist, so the projects there must be very seriously supported, we must create such a system, it can not be mirrored from the Far East. To be honest, it should be more, let's say, focused, that is, the state should show even more attention to projects implemented in the Arctic. I am preparing such proposals, we will discuss them together, " he said.

Trutnev noted that the work on the Arctic projects needs coordination. "We need a center where all this information will be collected and coordinated efforts of ministries and departments, on which ports we build first of all, at the expense of what sources of funding, how many nuclear icebreakers and in what year, this is still a discussion," he explained.

On January 18, Russian Prime Minister Dmitry Medvedev, at a meeting with President Vladimir Putin, proposed to transfer all Arctic issues to the Minsk region And call it the Ministry for the development of the Far East and the Arctic zone. Putin agreed with such an initiative, as well as with Medvedev's proposal to introduce the post of the first Deputy head of the Minvostokrazvitiya on Arctic issues.

According to Trutnev, it is Minvostokrazvitiya that should become the center of competence. "We definitely do not cancel the work of the Ministry of natural resources, the Ministry of transport, the Ministry of foreign Affairs, Rosatom, which will be aimed at the development of the territory, but in the Arctic today there is no common system of support, no common system of preferences. For example, coming to the far East, people know what additional benefits they can enjoy, in the Arctic - no. There are preferences for private projects, but there is no General preferential system," the Deputy Prime Minister said.

Earlier it was reported that the state of Minvostokrazvitiya will be expanded after the transfer of issues of development of the Arctic zone to its jurisdiction. Trutnev reported that the far Eastern development institutions - the far East development Corporation, the Agency for human capital development, the Agency for attracting investments and supporting exports - will also "work for the Arctic."



The Ministry for the development of the Arctic and the peoples of the North of Yakutia will be staffed in the near future, its head has already started work and plans working trips to the Northern regions of the Republic. The Ministry was created on December 30, 2018 by the decree of the head of Yakutia on the basis of the state Committee for Arctic Affairs. The head was appointed Alexander Savvinov, who since the early 1990s worked in the Executive authorities and commercial structures of the region, during three convocations led the Yakut city Duma.

"The Ministry is not yet staffed, there are competitive procedures for various positions. The new Ministry will employ 25 people. I think that in the next month we will complete. The Minister has started to work, in the coming weeks are expected to work trips to the Arctic ulus", - he said.

The new Ministry will be engaged in the comprehensive development of the Yakut Arctic, the area of which is about 1.5 million square kilometers. There are no large enterprises, many mineral deposits are not developed, quite a serious downtrend is in the traditional industries - fishing, reindeer husbandry. All this affects the fate of the indigenous peoples of the North," the head of the Republic explained the need for comprehensive development of the Yakut Arctic.

In particular, the Ministry will be engaged in the socio-economic development of the Northern territories, the implementation of infrastructure projects. The emphasis will be placed on the development of transport infrastructure around the Northern sea route, the reconstruction of ports and the creation of a high-tech Zhatai shipyard, the construction of which will begin in 2019. The Ministry will also deal with the development of traditional activities: reindeer husbandry and fishing.

Back in 2014, at a meeting of the security Council on state policy in the Arctic, President Vladimir Putin spoke about the creation of a "single center of responsibility for the implementation of the Arctic policy." The Russian leader said four years ago that this should be an operational structure that will help coordinate the activities of ministries and departments, regions and business. Putin also said at the time that it would be advisable to create a body similar in status to the state Commission with broad powers, as it was done for the Far East.

Recently, however, Russian policy in the Arctic has become more like spontaneous mismatched actions than strategic policy. The format proposed by the President did not justify itself:

In March 2015, the government established the state Commission on Arctic development, which was headed by Deputy Prime Minister Dmitry Rogozin at that time. For three years, almost nothing has been done in the Arctic direction. After the election of the President and the departure of some officials from the government, including Rogozin, about the Russian Arctic in the government generally forgotten. The former state Commission was dissolved. Even the website closed.

In early October 2018, the Russian government remembered about the Arctic zone, announced the creation of a new state Commission of Russia on the Arctic, which was entrusted to be headed by Deputy Prime Minister Yuri Trutnev. In Russia, there are two territorial ministries. The first-the Russian Ministry for the development of the Far East — was established by presidential decree in 2012.
