Russia and the USA in the Arctic

It is known that the Arctic is the special region as a little giving in to economic development, and poorly suitable for accommodation. However global warming and universal development of technologies have made her extremely attractive to all world community. The possibility of operation of hydrocarbonic and mineral riches, opening of new polar routes, the organization of regular navigation – dream of it not only the subarctic countries, but also many regions, far from the North Pole.


The subarctic states are adjusted to regard the Arctic as "the territory of dialogue and cooperation" that has been noted at the IV International Arctic forum which has taken place on March 29-30 in Arkhangelsk. Nevertheless "The Arctic is the also strategic theater bearing in itself risk of remilitarization" – as the moderator of a plenary session of a forum J. Katmor, the TV host of the American channel CNBC has noted. The relations in the Arctic Council are ambiguous. It is caused by a number of controversial issues of division of territories of the Arctic.

It should be noted that historically developed special relations between the Russian Federation and the USA provide invariable relevance of a question of development of dialogue between them. The Arctic is the sphere of interests of both countries that gives a reason, both for cooperation, and for contradictions in this region. Russia and the USA are two strong powers, the relations between which exert impact on a world situation in general, so the destiny, both the Arctic, and the whole world can depend on how there will be these relations in the Arctic region in particular.

Studying and analyzing the Arctic strategy of these two states it is possible to understand not only the potential future of the Arctic, but also the future of dialogue between the Russian Federation and the USA.

Having studied some references lighting the Arctic strategy of these two countries it is possible to divide them into three groups conditionally. One authors are more optimistic and predict possible cooperation between Russia and the USA in the Arctic. However cooperation it is possible only on those directions where the USA not to do without the Russian participation. For example, it concerns measures for safety of sea and air transportation in the Arctic latitudes [1] or the recent statement about joint interaction [2].

Also it concerns fishery in the Arctic zone. Others incline to confrontation between two of these states. They cause it the fact that the status of the Northern Sea Route international seeks to make the USA that contradicts economic interests of Russia, consider the Arctic Council of the USA as a platform for dialogue, but no more while Russia tries to expand his powers, and the American support of NATO in the Arctic region can bear negative consequences for Russia, considering the developing relations between her and NATO. The third can't give any certain forecasts as on the Arctic question, besides initial strategy the general spirit of the Russian-American relations, efficiency of the Russian economic policy in the Arctic on attraction of foreign investments and technologies and whether will keep the USA a present course towards mainly unilateral actions in the region can affect or they will make a choice for multilateral cooperation.

[5] Optimistical conclusions concerning cooperation of the USA and the Russian Federation can be made also proceeding from the IV International Arctic forum where the Russian side emphasizes that it "recognizes that in the Arctic region there is no potential for the conflicts".

The second group of sources is made by the works proving real threat from the USA to the Russian Arctic plans. It is proved in N. S. Gudovsky, V. V. Kuznetsov [6] works, N. M. Antyushina [7]. Besides, both the military capacity of the USA and possible calls for the Russian side connected with it is considered. About it it is written in the scientific and analytical report under V. S. Selin, T. P. Skufyina, E. P. Bashmakova [8] scientific redaktsiky, and also scientific and analytical article of V. K. Belozyorov [9].

The last group of sources consists of V. N. Konyshev's works, A. A. Sergunin [10].

It is also necessary to note that as the main literature for implementation of the comparative analysis serve the strategy of the Russian Federation and the USA.
